Board of Supervisors Minutes

August 11, 2009

The Tama County Board of Supervisors met at 9:30 a.m., August 11, 2009.
Present: 1st District Supervisor, Larry Vest; 2nd District Supervisor,
Kendall Jordan; and 3rd District Supervisor, Dan Wilkens.

Motion by Jordan, seconded by Wilkens to approve the minutes of the
August 4th, 2009, regular meeting. All voted aye. Motion carried.

The Board met with Lyle Brehm, Tama County Engineer to get a road
projects report.

The Board discussed amending the Flood Plain Management Ordinance No.
VI.4, designed to meet the minimum requirements for acceptance in the
National Flood Insurance Program for counties which have a Flood
Insurance Rate Map (FIRM) issued by the Federal Emergency Management
Agency (FEMA). The effective date of the maps has changed prompting
FEMA to require cities and counties to amend their ordinance in order to
change the map date. The only amendment refers to SECTION III -
Establishment of Flood Plain (Overlay) District: "The areas within the
jurisdiction of Tama County having special flood hazards are hereby
designated as a Flood Plain (Overlay) District and shall be subject to
the standards of the Flood Plain (Overlay) District (as well as those
for the underlying zoning district). The Flood Plain (Overlay) District
boundaries shall be as shown on the Flood Insurance Rate Map (FIRM) for
Tama County and Incorporated Areas, dated January 19, 2006." The
amendment will show the new map date of November 18, 2009.

Motion by Wilkens, seconded by Jordan to set the first reading of an
amendment to Ordinance No. VI.4 at 10:00 a.m., Tuesday, August 18, 2009,
with the 2nd and 3rd readings set for 10:00 am on Tuesday August 25 and
Tuesday September 1, 2009, during the Supervisors' regular meetings to
consider amending the effective date of the flood plain maps to November
18, 2009, referred to in SECTION III - Establishment of Flood Plain
(Overlay) District in said Ordinance. All Voted Aye. Motion Carried.

Motion by Jordan, seconded by Wilkens, to approve the following
resolution to set property tax levy rates for Fiscal Year 2010:

RESOLUTION 8-11-2009A

BE IT RESOLVED, the Board of Supervisors hereby approves property tax
levy rates as certified by the State of Iowa for fiscal year 2010 as
follows:

(a copy of the levy rate table is available upon request)

Roll call vote: Vest, aye. Jordan, aye. Wilkens, aye. Resolution
passed and approved this 11th day of August, 2009. Larry Vest, Chairman,
Board of Supervisors. Laura Kopsa, County Auditor.

Motion by Wilkens, seconded by Jordan to approve the claims for payment
as presented. All voted aye. Motion carried.

Chairman Vest adjourned the meeting at 10:21 a.m.
