Board of Supervisors Minutes
May 5, 2009
The Tama County Board of Supervisors met at 9:30 a.m., May 5, 2009.
Present: 1st District Supervisor, Larry Vest; 2nd District Supervisor,
Kendall Jordan and 3rd District Supervisor, Dan Wilkens.
Motion by Wilkens, seconded by Jordan to approve the minutes of the
April 28th, 2009, regular meeting and the April 30th special meeting.
All voted aye. Motion carried.
The Board discussed road issues with Susan Jones, Assistant to the
County Engineer.
The Board opened RFP's (Request for Proposal) for the annual county
audit. These were sent out to three companies with a request for a 1
year proposal and a 3 year proposal. The Board received 2 responses.
One was a decline and one was from Bowman & Miller, P.C. in
Marshalltown. Motion by Wilkens, seconded by Jordan to accept the 3
year proposal from Bowman & Miller, P.C., Marshalltown for the annual
county audit. All voted aye. Motion carried.
Motion by Jordan, seconded by Wilkens to approve the following
resolution to recognize the Region 6 housing trust fund:
RESOLUTION NO. 5-5-2009A
A RESOLUTION TO RECOGNIZE THE REGION 6 HOUSING TRUST FUND
WHEREAS; the Iowa Finance Authority State Housing Trust Fund Allocation
Plan for the Local Housing Trust Fund Program requires Cities and
Counties to recognize Region 6 Housing Trust Fund by resolution as the
board responsible for coordinating local housing programs, and
WHEREAS; the mission of the Region 6 Housing Trust Fund is to improve
the supply of quality affordable housing across Hardin, Marshall,
Poweshiek, and Tama Counties, and
WHEREAS; the Region 6 Housing Trust Fund Board of Directors is attached,
and
WHEREAS; the Region 6 Housing Trust Fund will be organized as a new
non-profit group under Internal Revenue Service rules, and
WHEREAS; the fund can be used for new construction or preservation of
affordable housing for lower income, infrastructure (e.g. utility
connections, site improvements), transitional housing, housing for
homeless, homeownership assistance, rental improvements, capacity
building, or other projects that support the local housing trust fund
mission and goals, and
WHEREAS; 30% of the fund must be used for households with incomes under
30% of the County Median according to HUD and the remaining funds must
be for households with incomes under 80% of the County Median according
to HUD, and
WHEREAS; accessing the state local housing trust fund grant funds
requires a local financial match from in-kind, private, and local
government sources, and
WHEREAS; the Region 6 Housing Trust Fund must comply with the Iowa Open
Meetings Law and Iowa Open Records Law, and
WHEREAS; the Region 6 Housing Trust Fund Board of Directors is
responsible for determining the local housing trust fund allocation
plan, and the board will solicit comments from the public annually.
NOW, THEREFORE, Be it resolved by the County of Tama, Iowa:
A. The County of Tama, Iowa hereby recognizes the Region 6 Housing
Trust Fund Board as the group responsible for coordinating local housing
programs.
Roll Call Vote: Vest, aye. Jordan, aye. Wilkens, aye. Resolution passed
this 5th day of May, 2009. Larry Vest, Chairman, Board of Supervisors.

Motion by Jordan, seconded by Wilkens to approve the claims for payment
as presented. All voted aye. Motion carried.
Chairman Vest adjourned the meeting at 10:24 a.m.
