Board of Supervisors Minutes
November 10, 2009
The Tama County Board of Supervisors met at 9:30 a.m., November 10,
2009. Present: 1st District Supervisor, Larry Vest; 2nd District
Supervisor; Kendall Jordan and 3rd District Supervisor, Dan Wilkens.
The Board canvassed the results of the city elections held on November
3rd, 2009. The results are available at the Auditor's Office.
Motion by Wilkens, seconded by Jordan to approve the minutes of the
November 3rd, 2009, regular meeting. All voted aye. Motion carried.
The Board met with Lyle Brehm, Tama County Engineer to get a road
projects report.
Concerned residents were present to discuss a problem with a 250th
Street west of Clutier that goes to St. Wenceslas Church and Cemetery.
There is concern with the condition of the road and some curves on it
especially when there is a lot of traffic on it for funerals and farmers
harvesting. The Board understands their concerns but with the current
economic situation funding a project like this is a problem. There was
discussion about the possibility of other funding sources as the group
is interested in establishing the church and cemetery as historical
sites along with a Czech Trail. No action taken at this time.
Motion by Jordan, seconded by Wilkens to approve the following
resolution to set a public hearing for vacating a road in Clark
Township:

RESOLUTION FOR ROAD VACATION PUBLIC HEARING
TAMA COUNTY
WHEREAS, a request from the County Engineer has been filed with the Tama
County Board of Supervisors asking that action be taken to vacate and
close a section of Tama County Secondary Road, more specifically all or
a portion of 210th Street between U Avenue and V Avenue, originally
established on May 30, 1871 (See Road Calendar Book B, page 219) all
lying in Sections 28 and 33, T85N, R13W of Tama County, Iowa, and
WHEREAS, the intention of this road closure is to vacate that portion of
the road that is unused and unnecessary for access, and
WHEREAS, interest has been expressed by an adjoining landowner to vacate
all or a portion of the road,
THEREFORE BE IT RESOLVED that a hearing on the proposed vacation will be
held in accordance with Iowa Code Chapter 306. Said meeting shall take
place at 9:30 am on Tuesday, December 1st, 2009 at: Board Room, Tama
County Administration Building 104 W State Street, Toledo, IA 52342.

The Board met with Mike Wentzien, Region 6 Planning Commission, to
discuss the Home Ownership Assistance Program in Tama County. The Board
agrees it is a very successful program and would like to continue with
it in Tama County.
Motion by Wilkens, seconded by Jordan to approve the following
resolution for the Tama County Home Ownership Assistance Program:

THE TAMA COUNTY HOMEOWNERSHIP
ASSISTANCE GRANT ADMINISTRATIVE PLAN
WHEREAS Tama County was awarded a $294,8760 HOME Grant for providing
homeownership assistance to 8 first time homebuyers in Tama, Toledo,
Dysart, Traer, Garwin, and Gladbrook.
WHEREAS the project will require the County to adopt a project
administrative plan.
NOW, THEREFORE, BE IT RESOLVED BY THE TAMA COUNTY BOARD OF SUPERVISORS:
The Tama County Homeownership Assistance Administrative plan is hereby
approved.

resolution for the Tama County Home Ownership Assistance Program:

A RESOLUTION TO APPROVE
REGION 6 PLANNING COMMISSION
GENERAL ADMINISTRATION CONTRACT &
TECHNICAL SERVICES CONTRACT
WHEREAS Tama County was awarded a $294,876 HOME Grant for providing
homeownership assistance to 10 first time homebuyers in Tama, Toledo,
Dysart, Traer, Garwin, and Gladbrook.
WHEREAS the project will require the County to have a qualified grant
administrator such as the Region 6 Planning Commission, and
WHEREAS Region 6 Planning Commission submitted a proposal for technical
services and will perform general administrative services at cost, and
WHEREAS the grant application included the Region 6 Planning contract
amounts in the budget.
NOW, THEREFORE, BE IT RESOLVED BY THE TAMA COUNTY BOARD OF SUPERVISORS:
The Region 6 Planning Commission General Administration and Technical
Services contracts are hereby approved.

The Board discussed the need to replace the pick-up used by the
maintenance department. A rebuilt pick-up has been found that would
serve their needs. The Board approved the purchase of a 2004 Chevy
Silverado pick-up for the maintenance department.
Judge Patrick Grady was present to introduce himself to the Board. He
discussed changes coming to the court system as a result of the State
budget cuts such as furlough days. There will still be a judge on call
on those days to handle emergency situations.
The Board discussed the committee appointment procedure that now
requires gender balance. The forms will be available on the county
website.
The Board met with Renee VonBokern to discuss bargaining strategy for
the upcoming renewal of the union contracts.
Motion by Wilkens, seconded by Jordan to approve the claims for payment
as presented. All voted aye. Motion carried.
Chairman Vest adjourned the meeting at 12:00 p.m.
