Board of Supervisors Minutes

January 5, 2010

The Tama County Board of Supervisors met at 9:30 a.m., January 5, 2010.
Present: 1st District Supervisor, Larry Vest; 2nd District Supervisor,
Kendall Jordan and 3rd District Supervisor, Dan Wilkens.

Motion by Vest, seconded by Jordan to approve the minutes of the
December 29th, 2009, regular meeting and the January 4, 2010
Organizational Meeting. All voted aye. Motion carried.

The Board met with Lyle Brehm, Tama County Engineer to get a road
projects report. He had bids from the I.D.O.T. for two bridge
replacement projects. He asked the Board to accept the lowest bid on
each project and approve the contracts. The work will begin in the
summer. Motion by Jordan, seconded by Vest to approve the bridge
replacement projects and direct the Chair to sign the contracts upon
their return. All voted aye. Motion carried. Garry Mattson , 3176 H
Avenue, was present to discuss concerns with maintenance on the road
leading to his property.

The Board met with Bill Christensen, Zoning Administrator, to
discuss/recommend adding amendments to the Tama County Zoning Ordinance.
The Zoning Commission held a public hearing on January 4, 2010 for the
Tama County Zoning Ordinance VI.1 dated July 7, 1998 Number 1
Amendments. The amendments pertain to commercial and non-commercial
wind energy conversion systems. Motion by Vest, seconded by Jordan to
set three readings of the amendment for January 11, 18 and 25th at
10:00am in the Board of Supervisors meeting room and a public hearing on
January 25th at 10:15 am for the Tama County Zoning Ordinance VI.1 dated
July 7, 1998 Number 1 Amendments. All voted aye. Motion carried.

At 10:30 the Board held a public hearing on the Wind Energy Conversion
Assessment Ordinance. Public comments were heard. A representative of
the Wind Energy Group was present to answer questions. At 11:05
Chairman Wilkens closed the public hearing. The 2nd and final reading
of the Wind Energy Conversion Assessment Ordinance was held.

Motion by Jordan, seconded by Wilkens to approve the following
resolution:

RESOLUTION 1-5-2010A

BE IT RESOLVED, that the Tama County Board of Supervisors hereby
approves the Final Reading of Ordinance # 6.3(VI.3) "Wind Energy
Conversion Assessment Ordinance of Tama County , Iowa", and direct the
county auditor to publish in official newspapers for Tama County. This
ordinance becomes effective sixty (60) days after its final passage,
approval and publication as provided by law. Roll call vote: Vest, aye.
Jordan, aye. Wilkens, aye. Resolution passed and adopted this 5th day
of January, 2010. Dan Wilkens, Chairman, Tama County Board of
Supervisors. Laura K. Kopsa, Tama County Auditor.

Motion by Vest, seconded by Jordan to re-appoint Ardene Cross, Brett
Miller and Wendy Waterbeck to the Pioneer Cemetery Commission. Their
terms will run January 1, 2010 through December 31, 2012. All voted
aye. Motion carried.

Motion by Jordan, seconded by Vest to rescind the motion of 12-22-09 to
appoint John Keenan, Tama to the Tama County Conservation Board for a
term of 1-1-2010 thru 12-31-2014 as the term was incorrectly stated.
All voted aye. Motion carried. Motion by Vest, seconded by Jordan to
appoint John Keenan, Tama, to the Tama County Conservation Board for a
term of 1-1-2010 thru 12-31-2015. All voted aye. Motion carried.

Motion by Jordan, seconded by Vest to approve the claims for payment as
presented. All voted aye. Motion carried.

Chairman Wilkens adjourned the meeting at 11:14 a.m.
