Board of Supervisors Minutes
June 20, 2017
The Tama County Board of Supervisors met at 9:30 a.m. June 20, 2017. Present: 1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.
Motion by Jordan, seconded by Vest to approve the minutes of the June 12th regular meeting. All voted aye. Motion carried.
The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report.
Motion by Jordan, seconded by Vest to approve a fireworks permit for Flashing thunder Fireworks for the Gladbrook Corn Carnival on June 24th. All paperwork and insurance look in order. All voted aye. Motion carried.
Michelle Yuska, County Treasurer, was present to ask the Board to approve a 28E Agreement with the Iowa Department of Transportation for the driver’s license station in her office. This is something that has been in the Treasurer’s office for years and it is time to update the agreement.
Motion by Vest, seconded by Jordan to approve the following resolution to enter into a28E Agreement with the Iowa Department of Transportation and the Tama County Treasurer’s Office:
WHEREAS, the county is authorized to issue driver’s licenses, non-operator’s identification cards, and persons with disabilities devices (“county issuance”) on a permanent basis under Section 321M.3 of the Iowa Code, and;
WHEREAS, the county wishes to exercise its authority to participate in county issuance, and:
WHEREAS, Section 321M.5 of the Iowa Code requires the department and a county participating in county issuance to execute an agreement pursuant to Chapter 28E of the Iowa Code that details the relative responsibilities and liabilities of each party to the agreement,
NOW THEREFORE BE IT RESOLVED, that Tama County and the Department of Transportation shall enter into a 28E Agreement to facilitate county issuance by the county;

Laura Kopsa, Auditor, presented a claim from Hillcrest Family Services for Case #2771561H in the amount of $699.75 for a juvenile placed there in September 2016. Upon investigation it was discovered that the placement was ordered by the Sac & Fox Tribe of the Mississippi in Iowa Children’s Court and that the Sac & Fox Tribe is refusing to pay the bill. Tama County does not pay for placements ordered by another court. Motion by Vest seconded by Jordan to pay the billing for Case#2771561H in the amount of $699.75. All voted NAY. Motion denied.
Mindy Benson, EMA/911 Director, was present to discuss HAZMAT Ordinance V.1. This ordinance has not been updated for several years and needs to be due to changes in state law numbers, state codes and some of the old wording in the ordinance. The Board discussed some of the possible changes and asked her to take it to the EMA Board at their next meeting to get input from them also. After their input the Supervisors will take action on this at a future date.
The Board met with Judy Funk, Heartland Insurance Risk Pool, to discuss the renewal for fiscal year 2017-18. Motion by Jordan, seconded by Vest to approve signing the renewal with Heartland Insurance Risk Pool for the fiscal year 2017-18. All voted aye. Motion carried.
Motion by Jordan, seconded by Vest to approve the claims for payment as presented. All voted aye. Motion carried.
Chairman Anderson adjourned the meeting at 11:03 a.m.
