Board of Supervisors Minutes
February 4, 2019
The Tama County Board of Supervisors met at 9:30 a.m. February 4, 2019. Present: 1st District Supervisor, Larry Vest; 2nd District Supervisor, Kendall Jordan and 3rd District Supervisor, Dan Anderson.
Motion by Anderson, seconded by Vest to approve the minutes of the January 28th regular meeting. All voted aye. Motion carried.
The Board met with Lyle Brehm, Tama County Engineer, to get a road projects report.
At 10:00 the Board re-visited action on a public hearing held on January 21st that they had tabled.
Comments were heard from Mindy Benson, 911/EMA Director, she had some information regarding calls her office takes. Supervisors Vest and Anderson both agree that something definitely needs to be done and that more investigation needs to be done into finding any ways to lower the cost. This could include checking with surrounding counties and possibly sharing towers or tower space. Maybe seeing if new towers could go on land already owned by the County. Vest also pointed out that it states in the proposed resolution the action by the Board of Supervisors on entering into the loan agreement and issuing bonds is hereby deferred until a future board meeting. There were no other public comments and Chairman Jordan closed the comment session at 10:04.
Motion by Vest, seconded by Anderson to approve the following resolution:
RESOLUTION NO. 2-4-2019A
Holding Hearing on Loan Agreement and Issuance of General Obligation Emergency Services Communication Equipment Bonds
WHEREAS, the Board of Supervisors of Tama County, State of Iowa, has heretofore proposed to enter into a General Obligation Loan Agreement (the “Loan Agreement”) in a principal amount not to exceed $6,750,000, pursuant to the provisions of Section 331.402 of the Code of Iowa, for the purpose of financing the acquisition of emergency services communication equipment, and has published notice and held a hearing on the proposal; and
WHEREAS, the County has the legal authority to enter into the Loan Agreement and to issue General Obligation Emergency Services Communication Equipment Bonds, Series 2019, in an amount not to exceed $6,750,000 (the “Bonds”);
NOW, THEREFORE, Be It Resolved by the Board of Supervisors of Tama County, Iowa, as follows:
Section 1. Action by the Board of Supervisors on entering into the Loan Agreement and issuing the Bonds is hereby deferred until a future Board meeting.
Section 2. All resolutions or parts thereof in conflict herewith are hereby repealed to the extent of such conflict.

Motion by Vest, seconded by Anderson to sign the Letter of Engagement with Dorsey & Whitney, LLP as Bond Counsel with the County in regard to bonding for the 911/EMA Communications equipment. All voted aye. Motion carried.
Motion by Anderson, seconded by Vest to approve the claims for payment as presented. All voted aye. Motion carried.
Chairman Jordan adjourned the meeting at 10:09 a.m.
