The Tama County Conservation Board met in regular session on Wednesday, December 5, 2007, in the Nature Center library, Otter Creek Park.
Chairman
Anderson called the meeting to order at 7:05 p.m. Members present were: Adolphs,
Anderson, Benda and Wrage. Also present: Etzel and Keith Sash, Board of
Supervisors.

Keith Sash, Board of Supervisors, introduced Nathan Wrage, Gladbrook, who will be filling the remainder of Bob Wiese’s term. The term ends on December 31, 2010. Wrage’s appointment was effective starting on November 20. Wiese had submitted his resignation citing his inability to attend a suitable number of board meetings because of his travel plans in retirement. The Conservation Board welcomed Wrage.
Reports and Correspondence. Staff /Work. Etzel presented the staff report in Wise’s absence. Staff have worked on the following during November: Close TF Clark Park and OCP campgrounds for the winter season, service equipment, prepare three pieces of play equipment at beach area for installation of safety surfacing, repair tent section water hydrants and shut off valve, continue making headway on fall shutdown schedule./ New District Forester, DNR The board was informed that Joe Herring is the new DNR District Forester serving Tama County. Herring replaced Bob Hibbs who retired after 37 years of service./Iowa TLC Etzel provided information to the board regarding the Iowa Trust for Local Conservation, the trust of the Iowa Association of County Conservation Boards. Etzel asked board members to consider making a contribution that could be combined as one donation from the Tama County Conservation Board./Antlerless Late Deer Season Tama County will not be having a late antlerless deer season.
Elections for Tama County Conservation Board officers for calendar year 2008 were held. Moved by Wrage, seconded Adolphs that Roger Benda serve as Chairman for 2008, carried (All voting aye). Moved by Benda, seconded Wrage that Jim Little serve as vice-chair, carried (all voting aye).
An oath of office was administered for Gene Anderson, who was reappointed to another five year term, and Nathan Wrage, who was recently appointed to fill the remainder of Bob Wiese’s term.
The Board discussed whether they were interested in serving as a host site for IOWATER training during 2008. IOWATER is the citizen water monitoring training program of the Iowa DNR. Under the arrangement the county conservation board would serve as host site, and under assistance of DNR staff, publicize and coordinate registration for the event. Etzel indicated that the Tama Soil & Water Conservation District will be approached to see if they would like to co-host the event. After short discussion it was moved by Adolphs, seconded Wrage that the DNR be notified of the board’s interest in serving as a host site.
Fall and winter rental events in the Nature Center were discussed. Etzel shared he and the staff have concerns with events on weekends and holidays in the facility. The main concern falls on maintenance required due to inclement weather. On weekends maintenance staff is off from 3:30 p.m. on Friday until 7:30 a.m. on Monday. If a winter storm hits during this period it may require staff to come in over the weekend to move snow, etc.. Etzel reported that booking in more than one event over a county holiday period was stopped over a year ago. He questioned whether it was wise to haul in staff at time and one-half for an event that brings $100 of rental. Also, it was bad for morale to make staff work on holidays that were meant to be spent with family. The board was in agreement that notice should be made to people wishing to rent the facility during the winter that roads and sidewalks wouldn’t be cleared following storms that occur when staff is off duty for weekends or holidays.
Developments regarding the Hansen Addition acquisition to Otter Creek Lake and Park were shared. They included the following:
- Abstract- the abstract was being updated and should be delivered to the county attorney on Thursday.
- Waivers of Retroactivity were received for Parcels A & B allowing grant applications to be made during 2008 even though Offers to Buy and title may be taken prior to the grants being filed. The waiver covers the REAP, Wildlife Habitat Stamp, and LAWCON grant programs.
- Wildlife Habitat Stamp Grant- A grant application had been filed for Parcels B & D. Field inspection by the grant review committee was slated for January 11.
- SRF Loan (State Revolving Fund) An application has been received for the loan program through the state revolving fund for water quality projects.
The board discussed possible funding mechanisms for the project. Sash recommended checking to see if the project would qualify for forgivable loans under Rural Development.
The Board discussed applying for assistance through the SRF Loan program through the DNR. After discussion it was moved by Adolphs, seconded Wrage to make application under the SRF Loan Program, carried. (All voting aye)
A project to make and place artificial fish structure was discussed. The project will include constructing five gallon pails filled with concrete. Each pail will have 1” water line arching out from the bucket to simulate tree limbs. Etzel hoped he could find six different clubs, groups, or private individuals that would be interested in making five of the units. The initial goal is thirty units made over the winter. The units would be placed in the spring to form a mini-reef. The Board gave Etzel the go ahead to coordinate the effort.
It was reported that it appears DNR Fisheries personnel will be making a presentation regarding the Otter Creek Lake fishery in January or February. The board was open to having a special session exclusively for the fishery presentation and discussion.
After discussion of conservation topics of interest it was moved by Benda, seconded Adolphs to adjourn, carried. (All voting aye) Adjourned 9:05 p.m..
