The Tama County Conservation Board met in special session on Thursday, January 5, 2006, in the Nature Center Library, Otter Creek Park.
Chair Adolphs called the meeting to order at 7:05 p.m. Members present were: Adolphs, Anderson, Benda, Little and Wiese. Also present: Patrick Henry, Tama (Supervisor), and Keith Sash, Gladbrook (Supervisor) , Etzel and Wise.
The Board discussed the need for salary adjustments for Conservation staff with the Supervisors. It was explained how this has been an issue for the past four budget years. Etzel provided documentation on how salaries had changed for elected officials and the County Highway Department staff. He showed how salaries of Conservation staff, established through discussions with the Supervisors in the fall of 1999, had diverged from these groups of employees. He explained how the discussions of 1999 aligned the Maintenance Supervisor and Conservation Technician positions relative to the Grade VI and Grade I employees of the County Highway Department (respectively) effective July 1, 2000. Also explained was how the Director’s salary had diverged from the grouping of the Recorder, Assessor, and Auditor’s salaries since July 1, 2000.
Discussion ensued regarding the proposed adjustments and Etzel showed how the requested adjustments would affect the tax asking and bottom line of the proposed FY ‘07 Conservation budget.
Both Supervisors indicated that they could see the need for an adjustment. Sash preferred that if an adjustment is made that the Conservation positions be attached to the respective elected official salary or County Highway Department pay grade by a set gap in salary rather than percentage increases so that the salaries do not diverge over time. The Conservation Board concurred with this assessment.
It was moved by Benda, seconded Wiese that the FY ‘07Conservation budget as presented at the board meeting of 4Jan06 be accepted, carried. (All voting aye)
